  • Tenders are invited for WBG & The Pacific Alliance-Catastrophe Excess Rainfall & Flood Risk Assessment Evaluacion Catastrophe Excess Rainfall & Flood Risk Assessment The Pacific Alliance (β€œAP”) is a regional initiative; created in 2011 by the governments of Chile; Colombia; Mexico and Peru (referred to; individually; as a β€œClient Country” and; as a group; the β€œClients” or β€œClient Countries”). The AP established a working group sitting with participation of the four ministries of finance to evaluate and acquire different types of risk assessments and transfer instruments for insurance cover against the potential losses caused by natural disasters. In 2018; the AP requested technical assistance from the World Bank Group to identify the most relevant hydrometeorological risks. Following this; they assessed and ranked; in collaboration with the Client Countries; local expert entities and the Work Bank Group; historically impactful hydro-meteorological catastrophe perils and events for each Client Country. While the analysis was completed in 2019; due to delays caused by the COVID-19 pandemic; it was in July 2023 that the countries decided to select flood; including excess rainfall-related (β€œXSR”) flood; as the first hydro-meteorological peril to be modeled.This document (the β€œTerms of Reference”) outlines; as a first step in the delivery of the aims of the joint declaration; a project to develop and operationalize a product to manage flood and/or XSR in the Client Countries. This includes the selection of a risk modeling firm (the β€œFirm”) that will cooperate with a consortium of local agencies of the Client Countries and local experts.Within the World Bank Group; the project will be led by the Finance; Competitiveness & Innovation; in coordination with the Social; Urban; Rural & Resilience LAC Practices; in close coordination with the Country Management Units of the four Client Countries. Objectives: 1. To develop a risk profile/s that; for each Client Country; can be used to estimate potential economic; fiscal; insured losses and population affected that the countries might suffer (as well as certain sub-national entities of the countries which are to be specified) resulting from a set of flood causes; including (and of specific interest) XSR-related flood catastrophes. 2. Assess the feasibility and develop options for risk transfer instruments using available data and modelling.3. Provide insights into current climate flood and XSR risk; including the impact of short- to medium-term phenomenon such as El NiΓ±o Southern Oscillation (ENSO); but also to support the AP-s missions to analyze flood and XSR risk under a number of future climate scenarios. Summary of Main Work of this Assignment:* Leverage an existing or develop a new model to evaluate flood-related risk; including from XSR; for each client country. * Identify risk transfer options based upon the modeled output; for each Client Country to understand the possible risk transfer solutions available;* Provide a risk profile and a set of flood related analytics covering the current climate and future climate scenarios based on coupled model intercomparison project (CMIP) scenarios to be agreed upon inception;* Support capacity building for the Clients to underpin the flood risk management decision-making process; and* Work with local Client Country government representatives and local experts; as needed.
