That, in attention to what is presented in the current regulations, the head command of the first naval zone, it is pertinent to contract the service through a public bidding process, being necessary to approve the administrative and technical bases that regulate said process of recruitment. 3. That, there is currently no framework agreement related to the supply of the required service.
