Description:
This study will aim to tackle the city's traffic congestion,pollution, and lack of public spaces by improving the fragmented network ofbike lanes. The project seeks to develop a financially viable and scalablestructure for the bike lane program, exploring Public-Private Partnership (PPP)models for its implementation. The selected firm will be responsible forreviewing existing regulations and legal frameworks, evaluating financingstructures, and proposing business models. Additionally, the firm will designcontractual structures and risk mitigation strategies to ensure the program'ssuccess. Key deliverables include a comprehensive methodology and work plan, alegal and institutional diagnostic report, a structural and financial designdocument, and a business model proposal with a risk matrix. The finaldeliverable will be the Terms of Reference for future technical studies andconcessions. Firms interested in participating must demonstrate experience instructuring PPP projects, particularly in urban infrastructure ortransportation sectors within Latin America.
